No. A critical hit is precisely that; a hit that inflicts critical system damage to your ship. Your Point Defenses stay offline. FWIW, consider that point defenses are a network of small short range weapons linked by an automated fire control system. The nature of the critical hit is that (for example) the actual fire control system that coordinates the Point Defense net for your ship is a scab of carbonized junk, so even though the guns themselves are intact, they have no longer have the highly specialized brain they need to function and tell them what to do and when to do it (and to whom). :o
